Although I am watching for the filing from DOJ/AG/BATFE, mainly because this is like a train wreck on the track ya seeing coming for mile and ya just can't look away. As of 10 min ago crickets from the defendants in the case. I'm projecting if the filing takes place it will be at 2300hours /+ 30 min on the 12th on the electronic calendar in the 5th circuit.

I was glad to see the Congressional letter that @alf posted though Thank you Sir I didn't see it until you posted great catch.
 
My first skim of the posting by @alf was jeez here we go again GOA grandstanding, in a attempt to goad / bait the DOJ /ATF into a confrontation to either file or not. Until I actually read the letter, OK two sacrificial lambs, one a US Congressman, the other a Texas Legislature. Totally reversed my first thought / impression. This appears to be a test by the plaintiffs to check to see if there will be electronic issues with the bound book / NICS, basically to see if there is a hiccup.

Makes one actually wonder (could it be check of the systems in place at ATF / field testing or??) ..... "hey the trains are coming closer" wooo hooo

note they listed also which states form 4 is not required per their understanding
in a rough count looks like 25 states now form 4 is not required. (in the link the red states are ok)
14 15 states (I missed CT in my count, they are coded blue, grey is well banned) while legal because of state laws will require form 4. A simple change of laws in those states would only require a law change.

Now the question is SBRs? it may break out the same or maybe slightly different again state laws will alter the count.

To answer my own question I did a quick and dirt scan .. Results are a yes /no
SBRs are being Phased it appears.. if bought as a whole. the end answer will be yes if PSA built it (for the easy answer) and will take effect later again on a state by state.

If the SBR is built on receiver even if PSA is the Manufacturer. answer is no form 1 will be required the reasoning is when you assemble it you are the "maker" this triggers the form 1 requirement. (There "MIGHT" be a work around by being a GOA or NRA member but that was using google AI which is not really the authority)
Now as this shakes out the above information will change as the industry hasn't had time to catch up and is entirely focused on the suppressors right now, but give it a bit and way better information will break out and I suspect soon (maybe as long as a month maybe) SO EVERYTHING I typed will most likely change I simply keyboard commandoing it right now.

On the other hand I did get a email from Silencer shop saying that I was in one of of the 27 free states (suppressors) so my count earlier maybe off. so check your own status to verify. so I would guess that they are in a sense actually checking for their past customer make perfect marketing sense.

But I did check Oklahoma for my answer to @22magnum22 .

So now the question is as a Wi resident, which the form 4 is still required, can I trot over to Iowa & buy a suppressor with only doing a 4473, same as it's always been when buying a firearm?

your in one of the blue states that I linked the page to ..... and then scrolled down yeah form 4 required but if you lived in IA yeah your a red state and form 4 is not required.

Hmmm the issue would be the identification card (drivers license) would be the identifying item. Even with the purchase of a firearm the drivers license issuing state would dictate if the dealer can transfer (in a out of state transfer) or not. I'm suspecting that the dealer would error on caution and treat like a pistol which is must be done in the resident's state.

Question was, can I run over to Iowa or Mn & buy a can with only a 4473 background check?
 
I answered... with your out of state drivers license .. no... BUT I don't know If a GOA /NRA membership would work!!!(didn't think of the GOA/NRA membership at first) So you might maybe a call over to one of the shops there?
