Didn't watch the you tube clip and don't have to.
I can tell you for positive that Remington repositioned the ejectors in all of their rifles chambered in 17FB in an attempt to solve the problems they experienced with "Some" repeating rifles chambered in 221FB. Seems that about half of em would flip the case around backwards and leave it in the action instead of tossing it out.
Personally, I'd build on a 700 or M7 chambered in 17FB.
Better yet, just rebarrel a CZ chambered in 221 and don't worry about feeding/ejection issues.
The 700 action's way to big for that little cartrige anyway. IMO

FWIW,,, the extractors on 17FB rifles are clocked a few degrees too.
At least the M7 we looked at is. 700's probably the same.
