It's probably both. We're talking about a .177 diameter bullet that might expand to a whopping .20-ish diameter. WOW. Whether it expands or not, it still punches a small hole and over penetrates much like a FMJ, hence the multiple accounts here of the running wounded. How thick do you suppise a fox's chest cavity is, maybe 4" across? So my theory is that the 20gr goes half way thru a fox before it expands, and the expansion is minor, then it exits.
