Iv got one in a pistol. The only thing you have to be able to stretch them out. The standard LOA is not good. Im shooting mine out of 17" barrel and only about 100 fps slower than a 22" barrel. My LOA is long single shot. The most boring gun to 600 yds you will ever shoot.
With 150grn bullets and under, it will virtually mirror the 280 Rem for velocity. Heavier bullets do intrude on the powder capacity. The short, fat case helped develop the notion that this shape is more accurate than long and thin.

I put together a short action .284 win for a backpack hunting rifle in the last year. Have not used it for for hunting yet.
22 inch 1/9 barrel. Making brass out of 6.5x284 Lapua brass. Best shooting hunting load so far ,140gr Accubond over max load of IMR 4350. I have not ran it across the crono yet.

The lever action rifle you bring up is the Wnchester Model 88 rotating bolt lever action rifle that will handle full power loads. Its a far cry from traditional style lever action rifles. The real advantage to hand loading the 284 Winchester is the fact that with a bolt action rifle you can load to a magazine length considerably longer than the Model 88 magazine allowed.
The 284 Win COL with a 140+ grain bullet crammed down into the cartridge below the case neck that restricted available powder capacity to fit into a Model 88 magazine was what kept 284 factory loads on the lighter side. Not the strength of the rifle they were shot in.

The .284 is a great cartrage and will do anything the .280 or the .270 will do (So says Mr. O'Connor)
