Kieth, I know this is not what you are implying here, but no one should ever "have" to bump brass back that far. Resized 308 cases should chamber if resized to what I previously called "zero" or 1.630". If the rifle is chambered to zero {or minimum on the go gauge} then cases resized to the same length will close snug and you will feel it in the bolt, but it will close. .011" is way under headspace, so the words "you may have to" sets off an alarm.
Not only a bronze brush bristle, but another thing to check is the ejector. If I remember right {I should, I just had a T3 in the shop last week} it has an ejector like the 700. It could have junk under the plunger and only go to a certain point before it locks solid. Should see marks on the case head though.
I don't think the op has a resizing problem, I think he has a chamber issue.
