Can you see through it? If yes, she should be useable, if not, try taking the lens cap off.
 
I bought one of these a year ago for my 22 Hornet and liked it enough to buy another one for my 17HMR. In the price range it seemed like one of the better reviewed scopes, and I've been happy with them. No mechanical problems, fairly bright and clear, point of impact consistent throughout the magnifications, etc. And the field of view is pretty good, which was something I noticed as a big improvement over a Banner dusk to dawn 4-16 that I replaced. Now it may not be a Zeiss, but the countless ground squirrels and chucks I've taken with them didn't know the difference!

I have one on a 17 hmr. Got it on sale a couple of years ago. I have not had any trouble with it. My buddy liked it and bought one too. I bought one for my dad and he likes it too. The mil-dot reticle is nice.
 
Have one on my old 222 a bit dark on 24 power the 3200s and 4200 are much brighter. My 4200 is as clear and bright as my high end leupolds.
 
In my opinion the 6-18X Banner is a much better all around scope and they can still be had for around $125 or so. I have one mounted on a Ruger Number 1 in .243 Win and for the money it is a very decent scope.

Several years ago I watched a guy tag prairie dogs out past 500 yards with one of those mounted on his .223 and he never complained about needing a better scope. No reason to.
 
That said my coyote hunting buddy has one on his .22-250, I have an Elite 4200 6-24x mildot on my .243WSSM. We were looking at a bobcat (I was) in a tree with a light at about 200 yards, I could see it like it was dusk as long as the light was on it, he couldn't find it. I told him to look through mine while I held the light and his word were something to the effect of "holy crap, this things great, I gotta get me one, how much are they?".

If you are going to use it at night, or even dusk you will notice a difference with better optics.

X2 I started with a banner and know it's limitations well. At least look at Nikon Pro staff which is an improvement over Bushnell banner, or the Nikon Buckmasters which is a step above Prostaff. The Monarch is better yet

I would stick with a 3-9 or 4-12 unless you are doing very long range shooting. Even if you are, inexpensive scopes don't do well at extreme magnification and you would likely be better off by getting one with better glass and a lower magnification. I do like a Mildot though
