C.O.L. ?

I am loading 9mm 115gr. FMJ. In the Hornady manual it gives the C.O.L. as 1.100. for this bullet. Is this the length the bullet should be after the bullet is seated? It seems kind of short compared to factory FMJ ammo I calipered.
 
I have 1.169 as the max C.O.L. for any 9mm bullet. Right now i have 50 loaded with the length being 1.15 is this okay? Should i seat them deeper, or are they seated to much? Sorry I am new to reloading.
 
Be Safe when answering these questions but

#1---do they fit and function in and out of your magazine.
#2---do they feed and come to battery properly in your gun.

If the answer is yes to both, then you're OK.
(Might not work in another gun)

Extra length might lower your case pressure a tiny bit but in most situations that's OK.
 
1.15 is perfect. I have loaded and shot probably 500 rounds or more with Winchester 115 grain FMJ seated at 1.15 with 4.1 grains of bullseye without any problems or signs of too high of pressure.
