Calling cow elk over a fence to public land

Hi guys,
Any advice?
I need to call one cow(or more) out of a group 0f 20 cow elk and one bull about 200 yards toward me.

There is also a group of about 20 bulls in the immediate area. They are also on the private side of the fence.
I have (twice in my whole life while calling coyotes ) had cow elk come in to a fawn distress call, but that seemed like a fluke.
Is there some sort of elk noise that would bring them closer this time of year?

I have a fox pro and could download some sounds if you think that might work.

Double check the legality of using e calls for big game. Most states it is not legal. About your best bet is to try a variety calf calls and cow calls. You might just sound like an elk the recognize and have them come over. If your wanting the bulls they will bugle and come to a bugle this time of year, I have seen it several times work late in the year. Now realize that elk are smart, and if they have been shot at alot, they will not cross that line no matter what you try to do. I would just get a variety of cow calf calls going and try it.

As far as distress, you will probably not have mush luck. I would stick with everyday calls. Elk are very vocal and will come if they recognize a voice...
