Here in South Florida where I live... For a few more weeks anyway, they've eaten all the baby ducks in my canal. 
In North Florida where I hunt they're in all the creeks in the National Forest and are legal to hunt. Much to the deer hound owners disgust most deer hounds love to trail and chase otters... /ubbthreads/images/graemlins/confused.gif
As you can imagine they aren't too popular up there.
