I just caught an article about China that has some pretty profound implications about populations and consumers, and also regulations as pertains to whether they work or not.
Their over fishing is the result of increasing commercial boats from over 50,000 to over 600,000. They tried to regulate with quotas but it is acknowledged that over fishing because of a lack of enforcement is part of the problem. It's likely that the quotas in relation to the limitations that needed to be a reflection of the health of species populations were set too low in the first place and fishermen not paying attention to limits that were too high isn't going to help.
The Chinese government is subsidizing the industry to the tune of $6.5 billion, and specifically for fuel so that fishing fleets can venture further into other nation's fishing territories. Indonesia has a much smaller demand on their waters so they have a much healthier fishery. Indonesia seized and blew up boats that had trespassed into their waters.
Using the US as an example, we had to place heavy restrictions and regulations because the fishing industry was suffering because of the depletion of fisheries. While we were hurting our fishing industry and limiting catches in the interest of future large catches, other countries have poached our fisheries. Worse than simple poaching is that some cultures don't care about size to where they honor size restrictions that help breeding sized fish, they use gill nets that will catch what we consider way to small.
This is a clear example of industries and people that have no interest or caring about the sustainability of future catches, all they care about is how much they can make now. China's largest river has 170 fish that are either extinct or on the edge of extinction due to over fishing and pollution. China has millions of people that depended on fishing for their livelihood and existence.
We've had that fight over short term pain for fishermen that depend on fishing for their livelihood, and long term viability and future good catches, not just catches, but excellent ones for those who could hang on.
