I know nothing about WV, but just have an idea on where to look into it. Your answer may be found in the WV laws that define what practices animal abuse applies to and what it doesn't. There should be stipulations about using domestic dogs for livestock operations and hunting somewhere in county or state statutes that exempts those practices from being considered animal abuse. For example, is it acceptable in WV to use domestic dogs for herding sheep and protecting sheep from predators. Can domestic dogs be used for hunting birds and small game? If so, the laws that apply to allowing domestic dogs for managing livestock and hunting may apply to using domestic dogs to aid in hunting predators.
