I kept telling my dad that the internet would help us find out more, and it did:  They are Remington Primer Extractors and Reprimers.  a 12ga and a 20ga they were used for reloading brass shotgun shells.  I remember my grandpa used to have a couple laying on his workbench when I was a young kid but my uncle has stuck it in the local history museum along with a lot of other family pieces.  Now we know what it is...........
