I've read the OP's post several times just to make sure I didn't miss or mis-understand. The $500 budget really puts a damper on things IMO. Many have suggested buying a Remington action to build off of. You can't buy a used Remington rifle or action for $500 these days. Even a used rifle is well over $500. Just me and my opinion but his $500 budget kills the possibility of building a custom anything. Shoot what you have a start saving money is my best advice.
