Ideas for DIY insert to make 30mm ring grip 1" tube?

I am buying one of these weaver rail mounts so I can attach a flashlight over my scope. I didn't realize it at first but it is made to fit a 30mm scope tube. What can I use that is non-pliable so it solidly fits my 1" scope tube?

I have used thick double-sided foam tape on similar things but want this connection to be pretty firm. Otherwise if I use foam or something with a little give then a bump to the light could cause this mount to twist and mark or scratch my scope.

I'm thinking something like a thin PVC pipe or copper pipe or something 1" ID...?

Not saying I like the plan, but if you put a piece of double side foam tape WIDER than the ring, so it extends beyond the edges, you'll be fine. In that case, if you do bump it, the metal will not make contact.

Frankly, I'd just look at getting a 1" accessory mount.
