Legal age to put together a SBR

Been looking at a 10.5" upper from RR, is there a legal age you have to be in order to own one? I know you need to register it, and give uncle sam his cut but can a 18+ year old complete all the proper papper work to own one or is it 21.
 
I thought you had to be in compliance with the 1968 GCA? Namely over 18 for a rifle.

Basically, there are 2 ways that an individual (who is not prohibited by Federal, State, or local law from receiving or possessing firearms) may legally acquire NFA firearms:

By transfer after approval by ATF of a registered weapon from its lawful owner residing in the same State as the transferee.
By obtaining prior approval from ATF to make NFA firearms.

I have been reading the Form 1 instructions and I can not see where he is prohibited from "making" a SBR. Please quote me the source you have found that says this.

Under item 10 it asks: Are you under 21?

In the instructions for number 10, "10. Compliance with the Gun Control Act. All provisions of the GCA must also be complied with." Rifles mean over age 18.

I would suggest contacting the NFA Branch personally.

Good idea... Also need to look at your local laws.
 
After getting it in writing from the ATF (cause he said she said ain't crap when dealing with gun laws), I'd confirm your CLEO would sign off on for someone under 21 if you are not going the trust route. Then proceed.
