Thinking about buying a rifle that has been kryloned,
Whats the best way to remove it from the barrel and action
with out hurting the blue?

That's going to be iffy ... at best. You have no idea if the surface was roughed up with a Scotchbrite pad, steel wool, etc before painting. If it was, then there is possibly a lot of bare metal underneath the paint. If I were to buy the firearm, I'd have in the plan to re-blue or possibly re-coat the surface in another manner such as DuraCote, etc. No way of knowing what's underneath .....
 
Oh yes, I will second that as well. Using some spray paint removing chemical will likely take the blue off right with it. I would personally NEVER put $4 worth of spray paint on a few hundred dollar (or even thousand dollar) investment, but to each his own.

If you want the spray paint off, I'd very seriously consider getting it re-coated in Duracoat, KG Gun Coat, Cerakote, Ion Bond...SOMETHING that will actually protect your gun, not just muck it up. You really have no idea what the condition is under there, It COULD be fine, It COULD be very bad.
 
I have never tried to strip paint off of a blued gun. I have stripped a stainless gun that had duracoat paint on it. I bought the gun used at a very cheap price since no one would touch it since it was painted. I used Klean Strip paint stripper and it took the paint off pretty easily. Lacquer thinner and elbow grease would probably take the Krylon off. Either that or maybe a mild paint stripper. The local Lowes sells a stripper called CitriStrip, you may want to try that if you are afraid to try the Klean Strip. If you try a stripper, try it on a small spot and see what is under the paint and how it affects the bluing before applying it to a larger area.
 
I used careburetor cleaner on a remington BDL and it removed all the paint, even on the hardwood stock, did not harm the stocks original gloss finish or bluing. I sprayed it on a rag and held it against the paint for a bit then started wiping. Then would repeat until clean. This worked for me but your gun may be different. Be carefull as some companies are getting cheap an using alot of plastic parts. Carburetor cleaner eats some plastics. I have never seen it remove bluing on metal.
 
Graffiti remover works great, have used it to remove krylon jobs from severalsc rifles/stocks/scopes/etc. Rainbow tech makes it and markets various utility chemicals. rainbow telco/utility graffiti remover
Spray it on, wait a minute, spray some more and scour with a plastic cleaning brush, wipe with a terry cloth sprayed with the remover spray. Doesn't harm most finishes.
