Saw one of these in a Xmart today - had some real potential as a decoy with a few minor adjustments. It's called a "panic Mouse" (cat toy).. any way, the sucker really moves around..
The problem with the "store" toys is the inside wiring. I have done exstensive product trial an error with many motion toys ,singing ones dancing ones etc; etc; I'm not saying it wouldn't work as a decoy unit /device it's just that they don't hold up/I've rebuilt/rewired and the big point was weather proofing, since most of the inside toys/devices are just that,... made for inside.
sub-standard inside components.

I would think that if you put the whole affair in a bag, cut off the string and tied some feathers or fur to the end of the rod, it would work fantastic. It does look like cheap plastic though, so perhpas it might need some mods after all or it might snap real easy in the cold. How much is it?? Might be worth a look.
I'm in the process of making one right now. This is by far the best action I've seen in a decoy. I added two wings and some red tail feathers. When I get done I'll have a $80.00 decoy that cost me $25.00. Other benefits very quiet and light. I'll post a picture this weekend when I'm done.
AP, thanks for this post. I ordered one and just set the thing up. Since cross-posting isn't allowed you'll have to look at the results on the Electronic Calls thread, New Package for old caller. The whole thing with the electronic call weighs slightly more than the flashlight call I pulled apart to build this.
