Not all hunting is by calling, simply take the time to slowly go over the areas that you think your yotes will appear at first, be there at the time they should be there.
While you can't bait in oregon, you can go to places that the yotes will show up at, at night, fast food places on the edge of town, etc.
Most predators will follow a routine in checking their territory no matter if it's in the city or country. Since you will be shooting probably at night with a bright strobe, it would be a very good idea to touch bases with the local beat cop so you don't scare him when that strobe light goes off, and you get your butt shot. blue
