Wildlife Technologies recommends cranking the volume up for howling sounds.  They emphesize that coyotes estimate distance by how loud the call is.  Louder howls means the "target" is close, and they'll come a runnin.  They say that the sounds from their speaker will damage your hearing if you stand in front of it.
