Bullet run-out can usually be traced to the expander plug and can be improved by first polishing the plug. Chuck stem in drill and run while holding crocus cloth or very fine emery cloth on plug until it has high polished finish. Next, set the die up with the plug just below the neck sizing portion of the die so that the case is held centered in the die as the expander plug enters bottom of case neck. Another trick that often helps is to put a small rubber o'ring under the expander plug stem lock nut and just snug the nut (don't over tighten). This allows the plug to seek it's own center as it is pulled out of the case.
Be sure to clean case necks good and lube w/graphite and I'll bet you see a great improvement in your run-out.
Setting the plug so high may cause you to have to de-prime in a separate operation.

well i tried everything that was mentioned above and still the same. i decided to check my other two rcbs die sets that i bought at the same time as the 204 and 222 and they do exactly the same thing. i tried and old set of rcbs 30-06 dies that i bought years ago and they are fine, actually they straighten the neck like they should. i really like rcbs equipment but this is starting to make me wonder.
