Savage 111 accuracy issues

I have a Savage 111 in 7mm Mag with a B+C stock floated. The barrel only has less then 70 rounds through it. I have tried 168 Bergers, 140 NP, 162 ELDX and the best I get is 1.5" @ 100 and 4+ at 200. I have another 7mm Tikka with a custom barrel and that gun is super accurate. On the Savage I have tried several different powders, seating depths and i cant say anything seems to improve. I believe I read that at times it can help to adjust the stock screws? Do any of you have any suggestions? I really like the set up and caliber but 1.5" is unacceptable for me.

I should add that I even tried a different Leupold scope with the same results.

Is the B&C stock one that has the aluminum bedding block, if so you may try different torques with the stock screws (use an inch lb torque wrench). Did you try not floating it? Try placing a shim between the stock & barrel at the last inch or two of the fore-end. Just something quick & easy to try.

Another 'sometimes' fix is at the tang where the safety slides. Somewhere along the line someone told me that contact/pressure from the stock in this area could cause some accuracy issues. A little touch up with a file or dremel helped on the 2 or 3 savages that I have had issues with over the years.
 
Savage rifles often had stock screws that were too long. I have often had improvement in accuracy by removing 1.5 to 2 threads from the screws. Scope base screws can be too long also, especially the front screw at the front of the receiver. It often bottoms out in the barrel threads leaving the front base with just a bit of looseness. Definitely check the tang for contact.
