FWIW, they don't make any scopes, they're made for them by an optics OEM just as Cabelas, S&W, Winchester or Browning scopes are made for them. It's hard telling who makes them, but I would let the price be your best quideline, they're more than likely built by one of the asian OEMs.
I'd have ta look and em and compare it to something I'm familiar with. What kind of warranty do they offer, what lense coatings, adjustments crisp?...that sort of thing. For that kind of money, you can get a known good scope, it doesn't sound like I'd be interested taking a gamble without knowing more about them.

Well that price tag puts it around what a 3-9x40 Nikon Buckmaster would cost and with the buckmaster you know what you are getting. It might be a good scope.
The only thing I can say is... that I have been under inpressed by Scheels other house brand stuff.
I bought one about 2years ago to put on my 22-250, it now sits on my AR. Its the 6X18-42. I dont have any complaints on it. It holds zero, and very clear; its no VX-III, but it gets the job done on the PDogs.
