scope mount help needed

For the gun experts on here,I need your help figuring out what rings I need.
I have a Herters U9 223 with grooved reciever. It has NO cross slots like a weaver mount, just a grooved reciever like a rimfire, except it looks like 19 or 20mm width, maybe 13/16 or 7/8" width.

The U9 was based on a BSA Monarch action. You can buy mounts from Weaver, for one, for the round receiver models. I believe they are drilled and tapped.

If it is a "flat top", where it looks just like a Weaver base with no cross slot in it(which is what it sounds like), then it would have to be drilled and tapped to use the Weaver bases made for it.

I'll see if there are rings available for it that require no bases. Parker Hales may also fit it. Not sure. I'd try Kesselring gunshop and Brownells.............
 
Yes, it's the flat top without cross slots. The rings look like rimfire rings for a grooved reciever, but the grooves on the reciever are wider.
I have the original rings, but they are really low. A 40mm scope with AO rubs the barrel. I have them shimmed with pieces of a plastic Pepsi bottle.
Even though it shoots plenty good for coyote hunting, it would be nice to have higher rings if available.
