Shipping a AR15 lower

You will need a copy of the FFL's license. The FFL can email,fax,or send it in the mail to you.

You will need to enclose a copy of your drivers license with the lower.

It can be shipped in the mail unless it is a pistol.

Doesn't a stripped lower - classified as "other" on the 4473 - have the same rules as a pistol for transfer? An assembled lower that is classified as a rifle, obviously would be "mail friendly," but I thought that "other" weapons had to abide by the most stringent controls, aka the "pistol rules"?

Not exactly. The Classification is "Other Firearm," and the 4473 QUOTING HERE says - "Other Firearm (Frame, Receiver, etc. See Instructions for Question 18)".


My question was NOT if a stripped lower classifies as an "Other Firearm" because undoubtedly and without question, it does. My question was to ascertain whether my understanding that "Other Firearms" have to follow the top-level restrictions that handguns have to follow (aka FFL to FFL as they cross state lines, as opposed to private party to FFL as a long gun can be mailed).

Anderson Arms mails their stripped lowers to my FFL when I buy them. I've bought several others from other companies and they just put them in a Priority Flat Rate box and send them on. I suspect they do it right.

Buyer should send a signed copy of his FFL along with payment, always shipped through UPS, was always a hassle for me at the USPS and firearms.

But a FFL can send handguns through the mail too.

Yes they can but a striped lower is still a striped lower. It is not a handgun and it is not a rifle it's an other.

What does shipping a handgun have to do with it other than a statement of fact?

I was told by a ATF agent that even though it's a "other" we can not sell a stripped lower to anyone under 21 or a non resident because it can be configured to pistol.

That's correct but it has nothing to do with shipping a lower to an FFL.

make a purchase, call your FFL and have them Fax or Email a copy to the seller, wait till it arrives, fill out 4473 and pay transfer fee, easy
