Mgysgt is right on the money! I made benchrest bullets for years. I played around with all kinds of designs both flat base and boat tail. MOST guns will shoot a flat base bullet better, and the practical use for a boat tail does not show out till way out there. Even in 300 benchrest competition, we still shot flat base bullets.
The reason for the flat base shooting better is the way in which the bullet enters the lands and exits the barrel, and the practical amount of bullet drag that is reduced by a boat tail is really very little.
Shooters have become number crunchers, without realizing that a tiny bit of velocity overcomes much BC, play with a trajectory program a little, you will be shocked.
A more practical use of a boat tail has come in the ease in getting the bullet started in the case neck during the bullet seating process.
Ogive on the front of the bullet is where the money is, along with the size of the Meplat(HP).
