Is there any difference between a pistol frame and a rifle frame? Can you use a rifle stock and rifle barrel on an Encore pistol frame?

no difference at all except a frame sold originally as a rifle must remain a rifle (16" min barrel length and has to have buttstock, 26" min OAL) A frame sold as a pistol can be converted back and forth rifle to pistol, pistol to rifle.

Frame is a frame is a frame.
 
How would you know if the frame was intended for a rifle if acquired on the used market? Looks as though some one could sell a rifle frame with a pistol butt and who would know?

I'm not playing devils advocate here. I have a pistol frame from the used market. I added a 15 " pistol barrel. Then it occurred to me that I could put a rifle stock and barrel on it and have a dandy single shot rifle.

TC can tell you how an Encore left the factory. Ask them

I choose to follow the law but one would have to wonder how much time the ATF would spend chasing down a single shot gun regardless.
 
They are pretty dedicated SKB. If they got or want someone for anything at all, they'll check anything you have in your possession. It's not about one single shot action, it's about one conviction at a time.
 
Assuming you are purchasing the frame only, in Pa it's registered as a pistol because it has the capability to be used in that manner at any time
