I bought some Nosler Brass for my 17 Remington Not the brass that comes in the box im assuming its the discarded brass. I loaded it up then found out the necks were so thick. They barely chambered but in most cases i couldn’t drop the bolt handle. They were tight. I was told they needed to be neck turned. I turned them so the outside diameter was the same as my Norma brass. Loaded them up and shot twenty of them. The fired cases necks were Tight enough that they didn’t need to be resized. Im guessing that when fired the necks expand enough to release the bullet then retracted back to a tight neck. Once fired should there be no neck tension
 
I had a L E Wilson inside neck reamer. It took just enough inside brass so that a bullet would slip in and out of the neck. Now I can size the necks down .002.
 
one time I had bolt closing issues on my 338LM but it was do to wind blowing in dust and grass into the action. Before I did anything with the brass I would ensure that the action/bolt/chamber were all clean. It only takes a small piece of debris to make chambering a round a PITA.
 
I have 2 22 ARC's. One will shoot necked down 6.5 Grendel brass but the neck sticks in the other one. 22 ARC brass works good in both. The Wilson .224 reamer makes the Grendel brass work in both. Usually a bullet will drop in a fired case with no resistance from my experience. Not sure what you have going on there. Annealing would be a good idea.

@17remhunter - I'm curious where you picked up your Nosler 17 Remington brass from? I just picked up a couple hundred from Raven Rock and they came in a clear plastic bag that didn't appear to be from Nosler. I have yet to load any yet though.
 
The fired cases necks were Tight enough that they didn’t need to be resized.

Yes, on the 6mm Rem Ackley I have, I left some as is, some got a slight neck turn to see if I could see a difference in pressure and accuracy.
Didn't notice any difference on the primer or target.
For the feel on the bolt it was very slight resistance between the loaded round and the brass. After this I set up the neck trimmer to take 0.001" off the neck thickness on all the brass that exhibited this. More for my mental state.
As I know some whom have played with the 30 BR and set up their chambers to do this exact situation, one could literally fire a string with one case just deprime, reprime charge and gently push a bullet on rechamber and fire.

One might assume this, but then, “not all brass is created equal”. Some brass might not spring back as much as others because of how it was annealed. Just having different lots with the same brand name can have different neck tensions.
Having different neck tensions can lead to different pressures and different velocity's.

Over many years of loading for my 22-250's, I found one brand of brass that never produced good results, (I won't say what it was} and that's because the necks were to thin, and I am referring to the factory casings too.
 
When sizing down from a 308 to a 260 I experienced out side "OD" dimensions different. Probably from spring ack. I neck turned most. Also on the ID, I experienced a donut. Like someone mentioned, I removed this with an inside neck reamer. I soon stopped doing all this and started necking up 243 brass. My rifle a Remington model 7 with a long leade. I have also found Remington brass to be softer than Federal or Starline, and Hornady. Not sure of my info any help, but I have found when I can go with the best components, I have less problems.

I got mine from the same place. There was a difference between the 17 Rem cases from Raven and the 17 Rem brass from Nosler that comes in the Nosler box. I had to turn the case necks so i had no issues in the chamber. Normal feed normal bolt drop. I then noticed that the fired case necks were still tight enough that i couldn’t slide the bullet in and out of the neck. In fact i wouldn’t need to resize my necks I tried using a Wilson inside neck reamer. There was little resistance but removed just enough brass so that the 30 gr bullet would slide in and out like normal. I had no pressure issues when firing. I will anneal the necks and neck size We will see
