I think the 75 eldm with h4350 in the 22CM is one of those universal recipes that shoots accurately in all rifles

Yes sir. I use 40.5 grains of H4350. And honestly that’s the only powder and bullet I tried. 40.5 grains shot 3 rounds in one hole that measured roughly an 1/8 moa at 100 yards
 
I have a 22-250 and it has worked great, Now you might look at the 22ARC if wanting an AR15, but for a bolt action I don't see any advantage other than perhaps barrel life over the old 22-250
 
Honestly I have no idea. I don’t even own a chronograph but from what I’ve seen online should be around 3300 fps. I just loaded up 5 rds each in 0.5 grains increments from 37.5 grains to 40.5 grains and the 40.5’s shot the best so I just stuck with that.
