Come run a jag and patch thru any factory gun I own, if you find a spot like the one described I will pay your fare and buy you dinner... I do agree with you that after market barrels are more consistent, but Any respectable company wouldn't let a barrel pass quality control with a "spot" or bulge in it.
 
Bulged rimfire barrels usually happen because of too much oil in the barrel. After firing a round the bullet pushes the oil and it builds up around the nose of the bullet until it can't keep up with the velocity the bullet is going and passes around the outside of the bullet and creates the bulge as the bullet presses the excess oil against the barrel wall. Fluids don't compress and the bulge results. Go ahead and shoot it, it is prefedtly safe. As far back as you say it is accuracy should not be afected at all.

Clamp it down in a vice. Run a string to the trigger and step back (behind cover). Put 10 rounds through it and see what happens??

You could put a couple of wraps of duct tape on the bulge and call it good.

Hey, I just had that happen to one of my vintage .22 Mags, two weeks ago. I was shooting it and a core separated from the jacket and the jacket remained in the barrel. Next shot bugled the barrel. I cut it off and re-crowned the barrel, but it was right at 16" and too short for a .22 mag. So, I contacted the ammo manufacturer, great costmer service. Told me to rebarrel the gun and send receipts for barrel and gunsmith work and they would re-imburse me. My gunsmith and I removed the old barrel today, had a heck of a time getting the barrel off, screwed on with 24 TPI. Green Mountain Barrels shipped to me today, a .22" tapered, blued and fluted barrel for a Ruger 77/22. When it arrives, we'll turn off the end and thread it for my gun.
