Hornady advertises the muzzle velocity of their .223 Remington, 55 grain V-Max load at 3240 fps. I suspect that that figure is out of a 24 inch barrel.
When I chrono my handloads they are slower than what the manual sez they shoud be. I have also chronoed factory loads and they tend to be slower than published. My 223 loads are out of a 20" AR, with my best groups at 3120fps with 55gr. V-Max's. I think most published loads are out of 24" or 26" test barrels inside a factory test tunnel.

I have found Hornady ammo to be very close on published velocity. But your right it's normally a 24 inch barrel so if I had to guess I would say 3050-3100fps so if your just plugging a number into a ballistic calculator I would try 3075fps and call it close enough for government work.
Velocity loss can be very low or very high. I have 2 300 win mags one with a 24" one with a 20". A 220gr load I use is 2750fps in the 24" and 2695fps in the 20" I have 2 243 one with a 22" and one with a 18 1/2" A 75gr Vmax load I shoot is 3000fps in the 18.5 and 3200fps in the 22". An 85gr load I shoot is 3175fps in the 22" and 3075fps in the 18.5". Most 55gr loads out of my 18.5" mini14 223 are right near 2950fps to 3050fps. I have shot several 55gr loads and 3-4 different bullets over the crongraph.
