Strange. I would try some loads with the different primers as you stated. When you get one that has potential I would play with the seating depth.
 
Right now i have them just off the lands and load each round the same way. If you asked me for a measurement i would be lyin because i have never measured it. I just slightly necksize and then partialy seat a bullet to get the max over all length. Then i use my seater die to push it down just a little more so it isnt actually toucking the lands.

How far is to far off the lands?
 
54gr. H414 behind a 165gr bullet, 2700 FPS+/-, went to 5/8" in my 1903a3 that was sporterized, 2 grove bbl....should of never sold it.
Shot the same load out of an older Sagave also, still was under 1" @ 100yd.
 
I have come to the conclusion that my rifle does not like IMR 4350. Tried all the different primers but still shot anywhere from 1.5 to 2in. Loaded up some 168 gr Nosler Ballistic tips starting at 46.5 and ended at 49 grs of 4064, That all that i had already primed, and the groups got tremenodusly better. The largest group was inchh and a 1/8th around 47 grains but started to tighten up as soon as i hit 48.5 and the best group of the day was 7/8ths with 49 grs. My hornady manual says that the max is 50.2 grains. So i am going to load up some more at 49.5 and 50 grains and see if the trend continues. Thanks for the help guys.

Oops, forgot to say that it likes IMR 4064 better.

i use 46.2grs of IMR 4895 and 165 sierra game king boatail, federal 210 primers, very light load. i get one inch groups at 300 yd and it puts the hurt on mule dear i like going a little light on the powder for no good reason at all except my gun likes is as well as my shoulder

That 49 gr load will probably be the best load- I find almost every load for my '06 is best at about 1-1.5gr below Max load! If your getting 7/8" with a factory rifle be very happy! Varget is another very good powder for 150-165 gr bullets!

Yes sir this is a bone stock Tikka T3 Lite. No Mods whatsoever. Oh and these were 3 shot groups because Thats the max i can shoot before the barrel starts throwing rounds like a shotgun.

Well its worth a shot to see if it likes the 49.5 or 50gr charges more. I plan on completely free floating the barrel( The Tikka is supposed to be completely free flated but the stock touches close to the chamber area) and bedding the action to see if i can squeeze out any more accuracy.
