Could a good 640 core monocular be used effectively to detect chukar on cheatgrass covered hills?

As a dog-less chukar hunter, I am wondering if it is possible. It appears to be legal in my state (Idaho). I just don't know if it would work.
 
Tall/thick grass will hide the birds. I assume you would be walking through the weeds looking for small pheasants in daytime? Not upland bird hunter, I also assume you get about 10 yds away before they fly and you have tp drop the scanner and mount the shotgun. You will see a bunch of stuff that isn't a bird.
