IIRC, it's Section b3 of the Frequently Asked Questions in the ATF Regulation that spells out clearly that a private individual in one state can legally send a rifle to an FFL holder in another state.
UNFORTUNATELY, many gun dealers think that THEY must get a rifle from another FFL holder in another state. That is BS.
I went through this in detail with my local FFL who held the same view. To finally put that to bed, I had to take the ATF guide to my FFL and made him read the rules, at which time he recanted, and allowed rifles to be sent by non-FFL holders in other states. But, it wasn't easy changing his mind, as he had made up a story that he believed, which was the same BS you're getting in Ohio. Arrogance was the biggest problem I confronted with my FFL. In fact, I had two FFL dealers I used, and one REFUSED to accept the ATF guide rules. He staed that he didn't care what the ATF rules are, he wanted all guns to come from a distant FFL dealer..
I ceased dealing with him, and will NEVER enter his store again, for anything.
FFL dealers who do this are NOT our friends.
Stick to your guns, and don't cave in as you will be forced to pay two FFL dealers, rather than one as permitted by the ATF rules.
