You got the right stuff, Ken.
I can't answer the other question ratio to ratio.
I pour half of what I think it would take to cover the skull, into a glass bowl, and then add "Basic White" stirring it up until I have a mustard like cream.
Your going to be using a little less "Basic White" then you are peroxide.
It's really not
that critical, as long as you mix it into a brush on paste, and wash it off after it drys. If it needs another coat, no big deal. Better safe then sorry. One coat has always done it for me, up to a Bear skull.

Before I go...you did degrease the skull, right? If not let me suggest washing it very well, (glue the teeth in first) in some heavy dish soap or straight acetone, to degrease it before you bleach it. Straight acetone work the best, but whatever you have on hand, be sure it's degreased.
If you boiled your skull to get the meat off, that will take care of most of the grease left in the skull.
