Bullet diameter questions

Does anyone have any info as to why no bullet (or cartridge) has ever been made, to my knowledge, in .23 and .29 cal. everything else is covered from .20 up to .35 just about, and I was curious if this may have to do with BC, or some other factor unknown to me. But I would think that someone would have the thought of like a .296, which is halfway in between a .284 and a .308 ( leaving out the .303 and .307). And in the other end, from .225 to .240 there is nothing, which is a whole half mm as well. Any info lets hear it.
 
There was a .23 call (actually .228"), called the Savage "Hi-Power".

It was popular in the 40's and 50's - based on the 30-30 case with a loong shoulder (like an 8mm Lebel). It was chambered in the Savage 99 lever gun.

To me it poses an interesting question. I mean, with all the new rounds out there, they are nothing more than an attempted improvement on something we already have. To me a whole new bullet, case, etc would be something to see.
 
If it wasn't for the different units of measure, 5, 5.5, 6, 6.5, 7, 8, 9, 10 and 11mm would have coverred everything very nicely.
