Bullet OAL too long for this gun?

I reloaded some 223 with BTHP's. They work fine in my Howa. My son took some and when he ejected a live round the bullet stayed in his rifle? The BTHP's OAL are to spec in reloading book. Is his rifle head spacing too short for this OAL?

This is not a head space issue. It is a throat issue. It may be your rifle is shorter throated. Not all are the same. You'll have to cut a neck or use a specific tool to find the MAX OAL for that bullet in that chamber.

A bit of Google will explain cutting the neck and letting the chamber seat a bullet as you close the bolt. That's the cheap way. I have two other tools that cost a bit more but are a bit more accurate and faster.

Slice the neck in two places after lightly sizing it. Put a bullet in the case and close the bolt. Do five times and average.
