And yes, spotlighting jacks IS illegal. all rabbits fall under small game and therefore you can't hunt them at night. So in that right, you are correct......
 
I looked it up too, and it's also illegal to use a light from a vehicle, that's probably had to do with why he lost his truck also.
 
Actually you can shine a light from a truck no prob, it just has to be off the road. However, you can't run it from a moving vehicle.

Basically we get to a stand, shut the truck off, and then hop in the bed of the truck and start running the light.

But yes you are right, breaking ANY night hunting laws in CA gives them the authority to not only take your weapons, but also impound your vehicle.
