CAN I GET AN FFL LICENSE

Must have been a local agent's idea, I do not read two books that way. Another false statement is the expense of having an FFL. It is $90.00 for three years. The application is I think $200 but renewal is only $90/3yrs.

I just finished 20 minutes of researching "bound book" in BATF's reference guide for 2005 and can find nothing about requiring a second book for personal firearms. In fact one reference states "E-2 May a dealer keep more than one "bound book" at the same time? Yes. A dealer in firearms is not limited to using only one "bound book." It may be convenient for a dealer to account for different brands or types of firearms in separate "bound books."

D-3 Does a dealer have to execute ATF Form 4473 to take a weapon out of the dealer's inventory for his or her own use? No. However, the "bound book" must reflect the disposition of the firearm from business inventory to personal use. (nothing said about entering into a "personal book"


E-8 May a licensee who has firearms in his or her private collection sell any of these firearms whithout making firearms record entries? A licensee may sell a firearem from his or her personal collection subject only to the restrictions on firearm sales by unlicensed persons, provided the firearm was entered in the licensee's bound book and then transferred to t he licensee's private collection at least 1 year prior to the sale. When the personal firearm is sold, the sale must be recorded in the bound book for dispositions of personal firearms but no ATF Form 4473 is required.

I guess that last statement is where your agent gets the second book,but for my protection, I always handle personal sales as if they were inventory and reenter them for salecoming from me. I was told several years ago that "bound book for personal firearms" was the entry transfering out of "bound book".

There is an industry circular 72-30 which addresses Identificatiion of Personal Firearms on Licensed Premises Not Offered for Sale. This circular describes marking "not for sale" personal firearms and states that disposition to personal collection must be identified as such. Nothing is said about recording into another "personal book". Read this circular and see how you interpret this.

If your inspector agent says do something,even though it is not required, I think I probably would just to keep on her/his good cooperative side.
 
When i tured in my books , I keep my personal log book with my personal weapons because they didn't ask for it. One other thing I don't think was mentioned is that you have to set up a account with the state for the Federal Reguired Instant Check System.
