Can it be too cold for coyotes to come to the call?

Yeah at about -20 they tend to slow down.

-20 deg. holy crap that's cold .. LOL
It does not get near that cold here on average here on the west side of the Cascades in the valleys Pacific NW . It gets into the Teens. a little, and it will drop some wet heavy snow couple times a Winter, but that as bad as it gets around here usually.
Had to get out last night and bang-flop one more dog, for my last of 2025 . It was maybe 30 deg. at the lowest. Around here it just the high humidity. It was only couple deg. below freezing last night, but the Dew moisture was hanging wet all over the rifle and it all froze white frosty, and I could scrape the frost off . We had weeks of rain before this last few days of clear Sunny days, and now the Rains are moving back on the 1st for at least another week of wet and in the 40's for low's .

Best stand ever was in -31F 7 coyotes came in and only 2 survived.
I find that if it's a freak cold snap that only lasts a day or 2 then they will lock down and wait it out but if it's sustained cold over multiple days they will get hungry and be moving lots.

Found also short duration cold fronts(especially windy ones) slows down coyote activity. Usually when wind starts to lay down they get moving. Mink, otter,coyote and fox hunt hard when temps rise, starts snowing with low winds. Rain shuts them down in cold temps.
 
I went out last night and it was 13 below 0 with a 15 to 20 mph wind. I called in 2 and watched 35 deer out feeding and laying around as usual but i hunted an area I was in the wind but the animals were down lower out of the wind. Tonight it's 0 and watched 21 deer but no coyotes the one stand I made.
 
not true here in Erie co Pa. it seems the colder it gets they stay home.
we've had unseasonal cold winter with way lower than average temps in Dec and Now January and way more snow than usual. And I'll say they are somewhere warm, out of the wind, and not moving as much. This is NOT average behavior for coyotes around here in Dec and Jan. They are definitely not roaming like they normally do.
