Can seating depth affect velocity?

If you find a load that is accurate and you play with the seating depth of that particular load can that change your velocity?
 
Yes and no. Depends on lots of variables, chamber, powder. Sometimes seating a bullet deeper in the case will actually lower pressures. Jamming into the lands may cause excessive pressure, but in some rifles, pressure goes down.

Normally a slight change in seating depth won't effect velocity enough for you to be able to measure.

This is a complicated subject, it is just not a black and white issue, as most would think.
