I use to used to use a halloween prop. called a rat in a trap, and wrapped it in bunny fur. It was sound activated and I would set it next to the speaker of my caller. I have been told that when the Washington Game Commission, [with all their wisdom] outlawed motorized decoys for waterfowle,that motorized decoys for everything else was outlawed too.
Now I just use the bunny fur tied to a string and thrown over a brench of a tree. The wind will blow it around pretty easily. A duck wing will work the same way.
I also have a featherflex fawn decoy that I use on occasion. I used to put the rat in a trap inside it also.

Me and a bunch of other guys have been having good luck (and fun) with the predator enticer by come-alive decoy. It's quiet and it really does a bunch of spinning and flipping around. Looks like a bird caught in a spring or wire. I have not used it for cats, but some guys say it's great. It's easy to carry, easy to set up, and easy on batteries. Under $40, too!
