Oregon is one step closer to banning hunting and fishing, the legislation would also prohibit slaughtering livestock and using animals in rodeos and for scientific research. It would also prohibit operating a commercial poultry business and castrating or neutering livestock, among other practices.

Current Status of the Initiative
  • Signature Milestone: As of late May 2026, activist groups submitted 120,935 signatures to the Oregon Secretary of State. This surpasses the raw minimum threshold of 117,173 required to make the ballot.
  • Verification Pending: The signatures are currently unverified. State election officials have until August 2, 2026, to use a random-sample method to verify that enough signatures belong to legally registered Oregon voters. Historically, at least 15% of petition signatures are rejected for errors, meaning it is still a close call whether it officially qualifies.
  • Persistent Effort: This is the third time animal rights activists have tried this in Oregon. Previous attempts—IP13 in 2022 and IP3 in 2024—both collapsed because organizers failed to gather enough signatures. This year, increased funding and paid signature gatherers helped them clear the threshold
