Only in certain areas. Mule deer fawning habitat. It hasn't done a darn thing for the deer. It's popular pork barrel politics though.

As for getting skunked. No it's not normal. "Almost" never happens. Like, twice in the last five years. But, that's way more often than it used to happen . Numbers are definitely down though.
