I have a bunch of 17 WSM ammo from Winchester, and both the 20 gr. and 25 gr. ballistic tips shoot about the same..1.5-2MOA. Not impressive. First I find a few boxes of the new Federal 20 gr. BT offering, and then I find a couple of boxes of the new Hornady 20 gr. VMax ammo. So I set up the rests, pick a day with little wind, and give them both a test...Still 1.5-2 MOA groups on the 100 yard target. I have a heavy stainless barreled BMag, in a Boyds laminated vented varmint stock, with a 6-18x Nikon Buckmaster for optic sights.
If I had to pick the best ammo out of my rifle, I would have to give it to the Winchester 25 gr., by a nose. With that said, I noticed some carbon fouling at the muzzle, so I am going to thoroughly clean, and de-copper, the bore, and re-shoot the experiment, but at this point I am expecting I have a 1.5-2 MOA rifle. Probably OK for varmints out to 150 yards, but I wouldn't call it a "tack driver".
FWIW, In looking at the POI of the groups, it sure looks like inconsistent rim fire ammo, to me. At least all three brands seem to be consistently inconsistent.
