Smoke doesn't come from nothing. The old saying that where there is smoke there is fire. It may be to fast to see, suck up all the oxygen, but there was still fire.
Tannerite by it's self doesn't create the heat needed and deprives the immediate oxygen in the area. But you are still setting off an explosion and that means fire ball that becomes smoke, and it's possible if things are just right, in dead dry grass it can happen, and there are limited proof of this..
