I keep debating on a Rock chucker kit or

I would get the Rockchucker Kit. It comes with a good scale which is a good thing to have even if you have the electronic scale, (to verify your electronic scale is right on). You can always get the electronic scale later. As for the powder thrower, I use it to throw a charge close to what I want then trickle it up to the exact charge.

And don't stop with one manual, get several. The Hornady, Sierra and Nosler manuals are very good too.
 
I think you'd have a hard time going wrong with the RC kit. I had one for years until I moved out of town for a few years and stored the equipment at my father's house. While I was gone, he remarried and my beloved reloading rig disappeared. If the old ones are any indication, I think you'll be happy. I also think you'd find the charge thrower more useful than you think.

When I got back into reloading I bought the Lee Anniversary kit. Looking at it doesn't inspire a huge amount of confidence, but I've been really pleasantly surprised. The scale is mostly plastic and can be fiddly at times, but I've tested it a number of times with calibration weights and it stays spot on (within .1 grain). Likewise the powder measure throws charges (at least of 8208) that are amazingly consistent. If I'm shooting for the smallest group possible I'll throw an undercharge into the pan and trickle the last tenth or so. Almost everytime, I end up trickling the same number of granules into each charge.
