I think you are on the right track, work up with rl22 and a fed 215.....

Federal primers are all silver color, but priming compound differs. The 215's (magnum) are purple, 210 BR are green and regular 210's are red.

I have pushed out quite a few primers over the years and never had one go off by using the decapping pin in your sizing die. Do wear safety glasses, however, just in case.

That's good info to have. I'll pop this one out and see what it looks like.

It looks like some type of IMR Powder. It is certainly what I call an Extruded Powder. Looking on the Hodgdon site I could not find a load that heavy for an IMR powder though. Should not take too long to narrow it down closer though.
