Info about Oregon hunting license requirements

With the current cost of a license in Or(140.50$)The ? of when a person needs a license has been a very important one as of late. I of course read the law book, talked to local ODFW officers, and talked to other guides/outfitters.
Finally today after a week of phone calls and e-mails to ODFW Headquarters, I got a strait answer.
From ODFW, today, "any person may shoot non-game animals on private land,without a license, but must have in their possession a written statement, signed by the land owner, stating that the shooter is an agent."
I followed up the initial ?, by clarifying that the shooter is a "paid client",
(ODFW) "STILL NO LICENSE REQUIRED".
I apologize for the misunderstanding on the topic, I was getting mixed information,and just trying to "do things right".
 
I bet getting Oregon to actually admit that there was a legal way to avoid paying their fees was a lot like pulling teeth.
Not that they're greedy or anything.

Sure wasn't easy, but the law is the law, whether it works for or against a given party.
Just glad I GOT IT WORKED OUT, AND HAVE IT IN "WRITING".
