Info about Oregon License requirements

With the current cost of a license in OR(140.50$)The ? of when a person needs a license has been a very important one as of late. I of course read the law book, talked to local ODFW officers, and talked to other guides/outfitters.
Finally today after a week of phone calls and e-mails to ODFW Headquarters, I got a strait answer.
From ODFW, today, "any person may shoot non-game animals on private land,without a license, but must have in their possession a written statement, signed by the land owner, stating that the shooter is an agent."
I followed up the initial ?, by clarifying that the shooter is a "paid client",
(ODFW) "STILL NO LICENSE REQUIRED".
I apologize for the misunderstanding on the topic, I was getting mixed information,and just trying to "do things right".
 
So if someone from out of state wants to hunt in Oregon for Coyotes, that is what it costs? How many days would the license be valid? I assume that this is for non residency?
 
No license needed on private ground,if you have a landowner signed statement that you are an agent.
On public ground, or without a signed statement, the license is 140.50$, and is good from date of purchase, to Last day of December.Jan 1st you need a new license.
This is for non resident.
