Is 223 Remington ".22 caliber"?

So heres the question that pops up in my mind. Why are we bringing an arguement from another board over here to PM? The whole arguement seems a bit silly. If this is a rule attempting to limit the power of your rounds to a safe level for the range in question, then there is no arguement at all.
